In Kazakhstan, fighters against corruption will be checked for respectability

Anti-Corruption Agency employees will be checked for respectability. As the Head of the Department Nurlan Zhaksimbetov said at a briefing in Nur-Sultan today, testing will be conducted on facial expression, pulse and other psychophysiological parameters.

According to Zhaksimbetov, a special technology based on artificial intelligence developed in Israel will be used to determine the level of respectability. According to preliminary data, the cost of such a system is about 100 000 US dollars.

“We will check employees for alcohol, narcotic and psychotropic drugs, gambling, potential disclosure of confidential information, bribery and theft in the workplace,” said the Head of the Personnel department.

He also added that from now, all candidates for joining the ranks of anti-corruption fighters will be tested. As a result, a personal respectability card will be issued for each employee.

“We literally next week officially introduce personal respectability cards for our employees. To make you understand, this is not a replacement or alternative to the so-called personal files. This is a fundamentally new instrument for motivating personnel to maintain an honest, healthy, socially responsible and ethical lifestyle,” said Zhaksimbetov.

Points will be awarded to the employee for each specious act, and points will be taken away for each misconduct.

“For example, if an employee violated traffic rules and received an administrative fine – minus 20 points; set up a scandal in a public place – minus 80 points. If he/she does not pay taxes and child support on time, does not repay the loan – minus 20 points. And vice versa, increasing the level of foreign language proficiency – plus 10 points, participation in volunteer projects – plus 20 points, teaching – plus 20 points, winning a prize in a sports tournament – plus 10 points,” Zhaksimbetov said, adding that the direction of Anti-corruption Agency as a bonus will give each current employee 100 points.

“It’s a kind of credit of trust,” he explained. “As you understand, an employee can either replenish them or lose them. Upon reaching the minimum level, for example, 30 points, the employee will be limited in terms of encouraging bonuses, career advancement, receiving an early or extraordinary rank.”

To date, according to the speaker, the staff of the Anti-Corruption Agency is 1688 people, 306 of them are employees of the Central office.
