Uzbekistan: inspections of the Ministry of Finance revealed embezzlement of $ 5.2 million
In 2020, the territorial units of the Department of State Financial Control under the Ministry of Finance revealed theft and abuse of millions of dollars in the course of 4,729 inspections.
Cases of theft of cash in the amount of $ 5.2 million have become known (unaccounted money which was received from the bank to the organization’s treasury, illegal payroll, etc.), which is 7.5 times more than in 2019.
In the following regions, financial violations totaling 175.3 billion sums ($ 167 million) were revealed: in Kashkadarya – 26.1 billion sums, Andijan – 19.8 billion sums, Surkhandarya – 16.5 billion sums, Fergana – 14.4 billion sums, Tashkent – 13.2 billion sums, Jizakh – 13 billion sums, Samarkand – 13 billion sums, Syrdarya – 12.9 billion sums, Namangan – 12 billion sums, Khorezm – 6 billion sums, Bukhara – 3.6 billion sums, Navoi – 2.4 billion sums regions; Tashkent city – 13.8 billion sums and the Republic of Karakalpakstan – 8.1 billion sums.
Cases of violation of budget discipline were identified in hokimiyats (3.5 billion sums), administrations of hokimiyats for improvement (7.8 billion sums), engineering companies “Service of a single customer” under hokimiyats (8.4 billion sums).
For violation of budgetary legislation, 48 managers and other officials of organizations, who were receiving funds from the budget, were fined. Also, materials on violations in the amount of 239.5 billion sums, which was revealed within the framework of 3,033 control measures, were sent to law enforcement agencies.
Earlier, ACCA wrote that the authorities intend to reward for information about corruption with money and state awards. This step is forced to take the scale of corruption, which is slowing down the reforms in the economy. The Ministry of Justice announced the adopted government decree, which provides for the procedure for rewarding persons who reported “corruption offenses or otherwise contributed to the fight against corruption”. So far, among the corrupt officials, only minor officials are being prosecuted.
