Regular cases of torture were recorded in Kyrgyzstan
The detainees in the pre-trial prison of the General Directorate of Internal Affairs of Bishkek complained to the Ombudsman’s office about the conditions of detention, beating and violation of their civil rights.
They said that there was no sanitary and epidemiological treatment for insects in the cells, because of which the detainees suffered from the invasion of bugs and cockroaches.
“Examinations have shown that many have insects’ stings on their bodies,” the Ombudsman emphasized.
In addition, during a conversation with two detainees in the detention center, complaints of torture by police officers were received.
“According to the applicants, in both cases the torture, namely the beating, was committed in order to obtain a confession from the detainees. On this fact, they also wrote statements. All materials of the case will be transferred to the Prosecutor’s office,” the Ombudsman’s office explained.
Also some violations of civil rights of detainees were revealed. They claim that they were not familiarized with the rights and regulations during the detention. For example, they do not know the schedule for receiving parcels from relatives, which material and household items should be in the cell.
“We managed to identify violations committed against a 20-year-old girl held in the detention center. On July 22, 2019, the court chose a preventive measure in the form of detention in a pre-trial detention center, however, the girl has not been sentenced to violate the laws of Kyrgyzstan due to problems with identity documents,” the Ombudsman added.
It is noted that an act was drawn up on the received complaints, as well as oral and written recommendations to the management of Bishkek’s Internal Affairs Directorate of Internal Affairs.
