People are illegally detained in the pre-trial centers of Kyrgyzstan

The staff of the Ombudsman’s office conducted an uncoordinated check of the temporary detention center of Sokuluk region’s Internal Affairs Department.

In the course of studying personal files of the detainees, the fact of the lengthy detention of the person under investigation was established, which, according to the decision of Sokuluk district court of July 23, 2019, had to be transferred to Bishkek’s SIZO-1. However, more than 30 days passed at the time of the audit, but the court’s decision wasn’t executed.

A grosser violation was committed in relation to another citizen who is in the isolation ward and for which there is no court order to extend the length of his detention. According to the court decision, the term of detention of the person under investigation expired on June 3, 2019.

The human rights defenders sent a letter to the Prosecutor of Sokuluk region Baktybek Syrgakov with a request to take measures to initiate disciplinary or administrative proceedings against the responsible officials who allowed the above violations.
