Kyrgyzstan: they didn’t want to let human rights defenders into the isolation ward

Representatives of the Ombudsman of Kyrgyzstan were prevented from visiting the temporary detention center of Jalal-Abad region. This was reported by human rights activists.

During the visit to the temporary detention center of Nooken District Department of Internal Affairs for monitoring, the officer on duty tried to prevent the inspection, referring to the order of the Department of Internal Affairs.

“Only after clarifying the norms of the Law “On the Ombudsman” we were allowed to visit this isolation ward. At the time of the check, there were 9 detained people in it. A personal conversation was held with each of the detainees in the temporary detention center, the necessary consultations and explanations were given,” the staff explains.

Human rights activists note that monitoring has shown that employees of medical institutions don’t follow a unified form of medical examination of detained persons before they are placed in a temporary detention center.

Earlier, the Ombudsman’s office initiated the adoption of a unified form, because doctors, upon admission to the temporary detention center, carried out a superficial examination, and often didn’t record traces of torture.

“The administration of the district department of internal affairs doesn’t always exercise control over the strict implementation of these requirements. Based on the monitoring results, an appropriate appeal was sent to the Prosecutor’s Office of Jalal-Abad region with recommendations to take the necessary measures to eliminate the identified deficiencies, as well as to give a legal assessment,” the Ombudsman’s office explained.
