Kyrgyzstan: Speaker of Parliament was sued for violation of regulations
On June 23, the public foundation “Voice of Freedom”, the partner group “Precedent” and the association “Smart citizen (Zharan)” filed an administrative lawsuit to the Inter-District court to challenge the actions of the Parliament’s speaker Dastanbek Dzhumabekov.
It is noted that on June 18, Dastanbek Dzhumabekov took a vote concerning the draft bill on NPOs despite the fact that the number of deputies in the courtroom was insufficient to carry out this procedure.
“The speaker, instead of urging the deputies to comply with the law “On the rules of procedure of the Parliament” quietly observed the present deputies walking in rows and pressing buttons on the laptops of absent elected representatives of the people,” lawyers told the media.
Activists believe that the speaker took illegal actions that undermine the people and deputies’ trust.
Recall that the Parliament adopted a scandalous law on NGOs in the second reading. There were 89 deputies for it, 9 – against. In total, 98 deputies were registered. After that, several deputies stated that they were absent and their colleagues, without their knowledge, voted instead of them.
