Kyrgyzstan: prisoner tortured in Jalal-Abad for bad behavior
Over six months of work on protecting citizens from torture and ill-treatment, more than fifty citizens, one-third of whom were women, turned to the Osh office of the human rights movement Ediniy Mir (Bir Duino). In some cases, several family members needed help at the same time.
A 47-year-old woman said that her husband was tortured, now he is serving a sentence for an extremist crime. Her son is also convicted of such a crime and serving a term in a penal colony in Jalal-Abad.
“In May, the poor guy called his mother and said that he was beaten by the administration. According to the woman, one employee was talking offensive in his address, the guy in response broke the surveillance camera. Later he was placed in another room where there were no cameras, and he was severely beaten. According to her, they put a bag on his head and started to hit him all over his body, humiliating and insulting him, ”said human rights activists.
Lawyers for the human rights movement appealed to the regional office of the National Center for the Prevention of Torture and prison abuse. The head of the representative office, expert Khudoyar Narmatov, visited the institution and met with a battered prisoner.
“He took a statement from him and subsequently sent it to the regional prosecutor’s office. The statement was registered in the Unified Register and the case was sent to the place of the crime – to the Office of the State Committee for National Security in the city of Jalal-Abad and the region. However, due to the worsening situation of COVID-19 spreading, the investigator assigned to this case, is temporarily out of office, ”specified Ediniy Mir.
