Kyrgyzstan: Police officers tortured man and threaten his family

The relatives of the detained (51-year-old resident of Nookat region), Kabylzhan Alidzhanov, filed a complaint against the actions of the Regional police department. According to them, policemen tortured Alidzhanov. The Coalition against Torture of the Kyrgyz Republic reports it.

They told human rights activists that their relative was beaten and kicked in the groin, back and stomach in order to obtain a confession under four articles of the Criminal Code related to fraud, robbery and drugs. The applicants are sure that Alidzhanov didn’t commit all these crimes.

“On September 6, the detainee was tortured by three policemen. He was injured. There were numerous hematomas on his body. He has pains in the kidneys and groin area still now,” his relatives said.

They reported that the police also threatened the detainee’s son and pregnant daughter-in-law, as a result of which she had a premature birth.

“They exerted psychological pressure and threatened to send us into slavery in Chechnya. Using a fictitious agreement on the payment of a non-existent debt, having entered into collusion with a notary, one of the police officers took from us 100,000 KGS,” the plaintiffs said.

At the end of October, they filed a complaint with the Prosecutor’s office of Nookat city. At first, they refused to accept the application. Then, they registered it in the Unified Register of misdemeanors and crimes. The head of the District department of internal affairs held a confrontation with the parties. According to the relatives of the detainee, the head of the department promised to “close” the policemen and return them money, but they are still at large.

On November 5, the relatives of Kabylzhan Alidzhanov turned to acting President, Prime Minister Sadyr Japarov, Chairman of the State Committee for National Security Kamchibek Tashiev, the Office of the Ombudsman of Kyrgyzstan and the Coalition against Torture. They ask for help to right a wrong.
