Kyrgyzstan: police officers accused of beating a pregnant woman
A citizen addressed the Authorized Representative of the Ombudsman for Issyk-Kul region, who said that she was attacked and beaten by two operatives and one interrogator of the Main Department of Internal Affairs of Karakol, as a result of which she, who at the time of the attack was pregnant, had a miscarriage.
In particular, according to the appellant, on 5 August 2021, the said officers of the Karakol City Department of Internal Affairs seized her, began to beat and strangle her, and then took her to a field, where they continued beating her, kicking her in the stomach and threatening to kill her.
The appellant asks the office of the Ombudsman of Kyrgyzstan to assist in ensuring that the guilty police officers receive due and fair punishment.
According to this application, the office of the Ombudsman in the Issyk-Kul region sent an appeal to the prosecutor of Issyk-Kul. The response received from the prosecutor’s office informs that on the complaint of a citizen, pre-trial proceedings have been started on the grounds of a crime provided for in part 1 of Article 321 “Excess of power” of the Criminal Code of the Kyrgyz Republic, the investigation will be carried out by the Directorate of the Main Committee for National Security of the Issyk-Kul region.
An answer was also received from the SCNS Directorate, from which it follows that the investigation of this criminal case is being conducted by the investigative department, after which an appropriate legal decision will be made against the accused employees of the Karakol Municipal Internal Affairs Department, under the Criminal Procedure Code of the Kyrgyz Republic.
“The appeal of the citizen will be monitored by the representative office of the Ombudsman of the Kyrgyz Republic in the Issyk-Kul region until its logical and fair conclusion,” said human rights activists.
