Kyrgyzstan: patients of the territorial hospital are treated with expired medicines
A group of employees of the Institute of the Ombudsman of Kyrgyzstan, within the framework of the “Caravan of Law” project co-funded by the European Union and BMZ, monitored the observance of the rights of patients in the Toguz-Torou territorial hospital of Jalal-Abad region.
During the visit to the hospital, it was revealed that the Somatic and Children’s departments are combined. At the same time, the Children’s Department does not have the conditions necessary for treating children – it is very cold in doctors’ offices and patient rooms, as there is a limit on electricity consumption.
In addition, there is no hot water, the shower room is in poor condition, and is not being used as intended due to the cold temperature. In a conversation with representatives of the Ombudsman, one of the nurses said that the hospital administration had purchased linoleum, and the medical staff on weekends lay it down and make cosmetic repairs on their own.
There is also no hot water in other departments of the hospital. Shower rooms, which are in extremely poor condition, are used as storage facilities for household items.
Patients of the Surgery Department complained that the drugs such as Nosh-Pa and Papaverine, which, by the law, should be provided by the Federal Compulsory Medical Insurance Fund for free or at half the price, they have to buy on their own. Since the doctors declare that these drugs are not available in the hospital.
In addition, during the examination of the treatment room of the maternity ward, expired drugs were found. When checking the list of drugs and consumables for October this year, it was found that these expired drugs were used to treat patients.
As for the provision of food for the patients of this hospital, at the time of monitoring, the dinner, which was provided by the hospital for 5 people, in its actual volume can somehow be enough for no more than 2-3 patients.
On all the revealed facts, the employees of the Ombudsman of Kyrgyzstan have drawn up appropriate acts, which will be sent to the relevant state bodies for taking measures and eliminating violations.
