Kyrgyzstan: Officials embezzled money intended for the construction of school

Suspects of misappropriation of budget money and the head of the contracting organization were detained and placed in a temporary detention center of the State Committee for National Security.

It was established that the vice-mayor of Bishkek, Azat Uzakov, became the organizer of the corruption scheme. When he was the head of the construction, transport and communications department of the government of Kyrgyzstan, he lobbied for the interests of a construction company.

We are talking about the construction of a secondary school named after Tuitu Karakeev in the village of Kosh-Korgon (Chui region). According to the investigation, the vice-mayor of the capital entered into an agreement with employees of the State Construction Committee and the Capital Construction Department of Chui and repeatedly promoted the interests of G.P.S. LLC.

“Requirements of the tender legislation, construction norms and rules were violated. As a result, a fictitious commissioning of the facility was carried out. And the damage to the state budget amounted to $127,000 (10.8 million KGS),” the State Committee reports.

In fact, the construction of the school hasn’t been completed: the basement floor hasn’t been put into operation, the canteen, sports hall and facade of the building are not fully equipped, the territory hasn’t been landscaped, there is no fire safety system, and electric installation work hasn’t been completed.

On this fact, the vice-mayor of Bishkek, the head of the Department of State construction of the Kyrgyz Republic and the General Director of G.P.S. LLC were detained and placed in the pre-trial detention center of the State Committee for National Security of the Kyrgyz Republic.
