Kyrgyzstan: Officials embezzled expensive state property in Issyk-Kul
Facts of a criminal conspiracy of business representatives with certain officials of state and judicial bodies have been established in Kyrgyzstan. This was announced by the State Committee for National Security of the republic.
Thus, in May 2010, a land plot of 10 hectares, located on the territory of Issyk-Kul-Aurora sanatorium, with 97 expensive real estate objects, was turned into state revenue. However, later on, of these objects, only 13 apartments were actually taken into state ownership, and the remaining 56 apartments and 27 cottages were illegally taken into the ownership of private structures by creating complex corruption schemes, with the involvement of judges of Issyk-Kul district and regional courts, inter-district courts of Bishkek, Chui and Issyk-Kul regions, the Supreme Court of the Kyrgyz Republic, as well as officials from the Presidential Administration, the State Property Fund and the State Registration Service.
The investigation established that the organizer of the removal of the said real estate from the jurisdiction of the state was the former general director of A-A PMK CJSC, as well as his lawyer and other persons affiliated with him. In order to realize their criminal intentions, this group has secured the patronage of high-ranking officials of state, law enforcement and judicial bodies by transferring money and real estate to the latter.
In addition, on February 5, the head of SKD LLC was detained. He had directly assisted the noted group of persons in legalizing part of real estate objects by making fictitious civil law transactions. On February 7, the Pervomaiskiy District Court of Bishkek took the man into custody for the period of investigation.
The State Committee for National Security considers it necessary to note that as a result of the creation of this corruption scheme, especially large damage was caused to the interests of the state in the form of the withdrawal of expensive real estate in the recreational zone of Issyk-Kul region from state ownership. Currently, 4 participants in the above scheme have been brought to criminal responsibility in the case, 3 of which are in custody. The investigation is ongoing and in the near future the relevant procedural decisions will be made in relation to other defendants in this criminal case.
