Kyrgyzstan: human rights defenders worry about the safety of Kursan Asanov
The National Center for the Prevention of Torture of Kyrgyzstan appealed to Prosecutor General Kurmankul Zulushev regarding the court decision to transfer the ex-Deputy Minister of Internal Affairs Kursan Asanov to pre-trial detention center № 50.
As noted in the appeal, the employees of the National Center for the Prevention of Torture, when conducting preventive visits to places of detention, note the fact that convicts from among former civil servants, law enforcement officers, military personnel, to one degree or another possessing information for official use or classified information, are kept together with others who serving a sentence.
For example, the former deputy head of the Ministry of Internal Affairs, Major General of Police Kursan Asanov, by court order, will be transferred to the institution of special regime No. 50. It is intended not only for holding suspects and accused of committing offenses but also for repeat offenders who have committed especially grave crimes, as well as convicts transferred from correctional colonies for malicious violations of the established order of serving a sentence.
“The National Center for the Prevention of Torture expresses concern about the detention of Kursan Asanov in this institution, which may be unsafe for him. It is important to prevent possible cruel, inhuman, or degrading treatment, ” was noted by the National Center for the Prevention of Torture.
