Kyrgyzstan: human rights defenders report horrible detention conditions in isolation wards

As a result of visiting temporary detention facilities in Kyrgyzstan, human rights defenders made disappointing statements: the conditions of detention are terrible. Dampness, dirt, and in some temporary detention facilities the detainees have no place to sleep at all. This is only part of the violation, in fact, there are many more.

Within a week, two human rights organizations at once checked the conditions of detention of citizens in the temporary detention facilities of Chon-Alai and Talas.

“The conditions in the temporary detention facility of the Chon-Alai District Department of Internal Affairs do not meet the standards established by law,” the Ombudsman’s office said, following the monitoring of the institution within the framework of the “Caravan Prava” project.

The conclusion is substantiated, the staff of the apparatus found out that the facility does not have a bathroom, shower room, and toilet.

“In addition, there are no beds in the cells for the pre-trial detainees, they are forced to sleep on mattresses that are brought to them from home. The medicine cabinet contains expired medicines. There is no supervision by the district prosecutor’s office, ”the human rights activists noted.

A similar situation was in the temporary detention facility of Talas, which employees of the territorial office of the National Center for the Prevention of Torture visited with a check. They were also unhappy with the results.

It is clarified that during the visit to the Talas facility, the detainees complained of dampness, dirty mattresses, lack of beds, and sleeping accessories.
