Kyrgyzstan: court fined Matraimov $ 3,000
The judge of Pervomaisky District Court found ex-customs officer Raiymbek Matraimov guilty under part 1 of article 319 “Corruption” and sentenced him to a fine of $ 3,000 (260,000 KGS).
The trial against the former deputy head of the Customs Service, Raiymbek Matraimov, has ended in Pervomaisky District Court of Bishkek.
During the trial, Raiymbek Matraimov fully admitted his guilt and voluntarily cooperated with the investigation. In particular, he testified against the heads of the South-West and North-East customs, Nurlan Rajabaliyev and Abdybahab Boronbaev. They have already been notified of suspicion of corruption. The cases have been sent to courts.
Due to the fact that Matraimov fulfilled all the conditions of the cooperation agreement, actively contributed to the investigation of the criminal case and reimbursed the state for damage in the amount of $ 23.7 million (2 billion KGS), the prosecutor didn’t ask for a harsh punishment for him. He asked for a punishment in the form of a fine in the amount of 2,600 estimated indicators or $ 3,000 (260,000 KGS). The defense side agreed with the request of the prosecutor.
“To find Raiymbek Matraimov guilty of committing a crime under part 1 of article 319 “Corruption” of the Criminal Code of the Kyrgyz Republic.
On the basis of part 3 of article 80 “Imposition of punishment when concluding an agreement on admission of guilt or cooperation”, to sentence him to a fine in the amount of 2,600 estimated indicators [260,000 KGS] in state revenue.
To cancel the preventive measure against Raiymbek Matraimov in the form of a recognizance not to leave after the entry into force of the verdict.
To call back the seizure of his property: apartments in Bishkek and Osh, a cottage in the village of Chon-Sary-Oy in Karven Four Seasons recreation center, Lexus 460 car (2014), as well as all bank accounts of Matraimov and his relatives,” the judge read out the verdict.
Recall that in October 2020, the national security authorities began a new pre-trial proceeding on the fact of corruption at customs. It was established that in the system of Customs Service from the beginning of 2016 to the present, a corruption scheme was created by the former Deputy Chairman Raiymbek Matraimov, other officials of the department and subsidiary participants of foreign economic activity, as a result of which the state suffered damage on an especially large scale.
