Kyrgyzstan: convicted supporter of Sadyr Japarov became speaker of Parliament

Talant Mamytov was elected to the post of the speaker of Parliament. He is a supporter of Sadyr Japarov, who took the post of Prime Minister, and then acting President after the events of October 5-10.

Speaker of the Kyrgyz Parliament Kanatbek Isaev has resigned. He was elected speaker of the Kyrgyz Parliament on October 13 – against the background of the political crisis that emerged after the parliamentary elections of October 4. At that time, Isaev became the only candidate, and the deputies supported his candidacy almost unanimously.

Isaev explained his decision to resign from office with the intention to participate in the presidential elections scheduled for January 10, 2021.

During the meeting of the Parliament, the faction “Republic – Ata Jurt” proposed the candidacy of Talant Mamytov for the post. Other factions did not nominate their candidates.

“I feel personal responsibility to you, the Parliament and the public. Having regard to the circumstances, the Parliament must work together and make every effort to resolve problems. The Parliament has 120 deputies and 6 factions. I believe that we will not be engaged in achieving personal goals, but working on national issues, fulfilling our mission and walking with our heads high,” the politician said, speaking to colleagues.

The main tasks of the Parliament, he called the adoption of laws “meeting the requirements of the people”. He assured that he would work impartially.

It is worth noting that 44-year-old deputy began his career in the Prosecutor’s office of Batken region.

In 2010, Talant Mamytov became a deputy of the Kyrgyz Parliament of the 5th convocation on the list of Ata Jurt party. In 2012, he and two of his party colleagues, Kamchibek Tashiev and Sadyr Japarov, participated in the rally in Bishkek, where the participants demanded the nationalization of a gold deposit in Issyk-Kul region. The action escalated into riots, and several people, trying to jump over the fence of the White House, were detained.

By the way, one of the first decisions of the new speaker was the dismantling of the fence around the White House in Bishkek, where the President’s office is located and the Parliament operates.

On March 29, 2013, the capital court of Pervomaisky district found all three deputies guilty of attempting to violently seize power and sentenced them to various terms of imprisonment. But on June 17, 2013, the City Court of Bishkek acquitted three politicians by releasing them right in the courtroom.

Following Talant Mamytov’s election, Kyrgyz human rights activist Gulshayr Abdirasulova wrote the following post on her Facebook account:

“Everyone forgot that Talant Mamytov, in addition to climbing over the fence of the White House, also seized weapons from a military unit and took the commander hostage. We have a speaker, if you carry out the letter of the law – a particularly dangerous criminal…”
