Kyrgyzstan: A patient of a psycho-neurological institution complained of beatings
On April 18, the National Center for the Prevention of Torture received a report that a hospital attendant had beaten a patient in Tokmok’s psycho-neurological institution No.1. Based on the appeal, the Center’s employees visited this institution.
During the conversation, the victim said that on January 17, when he was smoking in the toilet, the hospital attendant named Talantbek approached him and, without any reason, punched him in the upper part of his right eye. From the blow, the man had a tear of tissues, blood began to flow. Due to the fact that the bleeding couldn’t be stopped, the man was taken to the surgeon, where he received stitches in three places.
The victim also said that earlier the hospital attendant had repeatedly beaten him. As a result, on this fact, the victim sent a written appeal to the National Center with a request to take measures against the orderly of this institution.
“Employees of the National Center made a visual examination of the victim. In the presence of medical workers of the institution, an act was drawn up on the detection of bodily injury,” the National Center reported.
The National Center sent a message to the Prosecutor’s Office and the Ministry of Labor, Social Security and Migration of Kyrgyzstan to take action on this case.
