Kyrgyzstan: 11 people from the detention center in Suzak district complained of torture
The detainees in the temporary detention center of Suzak district were subjected to torture and cruel treatment. This was reported by the National Center for the Prevention of Torture of the Kyrgyz Republic.
On April 18, the territorial office of the National Center for the Prevention of Torture in Jalal-Abad region received a message from relatives of persons held in the temporary detention facility of the Department of Internal Affairs in Suzak district. They reported that prisoners were subjected to torture and cruel treatment.
On this fact, on April 19, the employees of the National Center made a special visit with a doctor to the temporary detention center of Suzak district.
“At the time of the visit, the total number of people held in the temporary detention center of the Department of Internal Affairs of Suzak was 16. Five of them submitted written statements that on April 18 they were tortured by the police officers of this institution. Six more also confirmed the fact of the beating, but verbally,” the human rights activists say.
Those held in the temporary detention center reported that on April 18, during a search, police officers, using obscene words, opened the cells and started beating everyone in a row. They tied their hands behind their backs, took them out to the exercise yard and forced them to stand for more than one hour, which is tantamount to torture.
During the inspection, various bodily injuries were revealed in four detainees held in the temporary detention center. The doctor examined the facts of torture and cruel treatment in accordance with the standards of the Istanbul Protocol. The received appeals and complaints were sent to the Prosecutor’s Office of Suzak district for further action on this case.
