Kazakhstan: the official stands trial for embezzlement of $ 500
In Kostanay, a trial began in the case of the deputy head of the Kostanay regional territorial inspection of forestry and wildlife, Halimkhan Moldagulov, accused of abuse of power or official powers with the aim of embezzlement.
Moldagulov took the chair of the deputy head of the regional territorial inspectorate in 2015. In late 2020 – early 2021, he temporarily served as the head of this organization. According to the investigation, Moldagulov committed the crime during this period.
As the state prosecution stated at the trial, Moldagulov, being the acting chief, appropriated bonuses and travel allowances of his subordinates.
In December 2020, he awarded three employees and then demanded that they give him $ 36 each of the bonuses received. At the end of December, he issued a new order for bonuses and again demanded that his subordinates share with him. The amount of gratitude collected was $ 200.
In January 2021, he issued an order on the business trips of four employees to the districts of the region. Each of them received $ 70. However, none of the employees went anywhere, but each of them returned $ 23 from the travel allowances they received.
According to the investigation, the total damage caused by the official to the state amounted to about $ 500.
It should be noted that the defendant himself does not admit his guilt. And his lawyer filed a motion to withdraw the Kostanay Regional Territorial Inspectorate of Forestry and Wildlife from participation in the process as a victim. The lawyer explained that the regional inspectorate cannot be an injured party, since it is a territorial subdivision of the Committee for Forestry and Wildlife. However, the court rejected this request.
