Kazakhstan: The number of corruption crimes increased by 25%
725 corruption crimes were committed in Kazakhstan in the first three months of 2022. Such data are provided in the consolidated report on corruption crimes of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of Kazakhstan.
According to the report, the total number of crimes in progress during the specified period amounted to 1308, which is 24.9% more compared to the same period in 2021.
Of these: especially serious – 22 (increase by 10% compared to the same period last year), serious – 971 (increase by 41.7%), minor – 69 (increase by 228%).
But the number of corruption crimes (in production) of moderate severity compared to last year, on the contrary, decreased by 7% and amounted to 245 offenses.
As for the indicators for January-March 2022, out of 725 corruption crimes committed during this period, 9 are especially serious (a decrease by 35%), 521 are serious (an increase by 91%), 168 are medium-gravity crimes (an increase of 78%) and 27 – mild severity (an increase of 28.5%).
It’s also noteworthy that if last year the largest number of crimes were committed under the article “Giving a bribe”, this year “Taking a bribe” became the leader of the rating. Thus, according to the report, in January-March, 246 cases were registered on this crime (an increase of 101%). “Giving a bribe” has become the second most popular crime. It was made 198 times (an increase of 48.8%). Traditionally, “Misappropriation or embezzlement of entrusted property belonging to other people” closes the top three – 88 cases (an increase of 69.2%). In fourth place was abuse of official powers – 65 cases (an increase of 160%), displacing “Fraud” to fifth place – 49 cases (an increase of 48.4%).
At the same time, the established amount of material damage in criminal cases completed during this period exceeded $1.7 million, which is 51% lower than last year’s figure. Of these: for serious crimes – $1.4 million, for crimes of minor gravity – $228.5 thousand.
The agency also reports that out of $1.7 million, law enforcement agencies managed to compensate only $1.3 million.
It should also be noted that according to the report, 257 offenses out of the total number of crimes in progress during the specified period were committed by civil servants.
And out of 725 corruption crimes in January-March this year, officials committed 110 offenses. At the same time, the lion’s share of corruption crimes of civil servants (94) belongs to the category of ‘especially serious’. The most popular corruption offense among officials in the first three months of 2022 was “Taking a bribe” (46 facts), followed by “Giving a bribe” and “Fraud” (19 offenses in each category). “Misappropriation or embezzlement of entrusted property” (11 criminal cases) closes the top three.
The most corrupt are still employees of local executive bodies (they committed 52 corruption crimes). In second place after them are employees of internal affairs bodies (50).
