In Kyrgyzstan, the deputy hid his income
The current deputy of the Parliament from the faction “Kyrgyzstan”, Kubanychbek Nurmatov, hid information on the availability of business in his tax declarations for 2015-2016.
In his declaration for 2015 and 2016, Kubanychbek Nurmatov indicated that in total he had earned a little more than $ 22 000. And he allegedly owned only a large private house with an area of 2000 square meters and an old Mercedes Benz (model of 2000 year).
However, Factcheck.kg reporters managed to find out that the deputy is a co-owner of at least three companies – “Talasayilkomok”, “Groza” [Thunderstorm] and “RITSA”, about that he did not mention in the tax reporting.
ACCA found confirmation in the database of the Ministry of Justice that Kubanychbek Nurmatov has shares in three companies.
So, the deputy is the head of the company “RITSA”, which is engaged in trucking. It is interesting that according to the “Open Budget” portal, from 2013 to 2019, this company did not make any payments to the budget.
At “Talasayilkomok”, the deputy is one of the 19 founders. The company has been engaged in financial operations since 2011. Judging by open data, the company is active. For 6 years, “Talasayilkomok” transferred $ 82 917 in the form of taxes to the budget. At “Groza”, Kubanychbek Nurmatov is also listed among the founders. The company is investigating. According to the “Open Budget” portal, the company did not make payments to the budget during its activity.
Note that according to the legislation of Kyrgyzstan, since 2004, civil servants are obliged to annually provide data on income and expenses to the tax service. At the same time, a fine is prescribed for indicating false information, the rate of which is determined by a special commission.
However, if an official’s assets exceed his labor income, then this is considered illegal enrichment. This article of the Criminal Code provides for up to 5 years in prison.
