In Kyrgyzstan, psychiatric clinic staff will be held accountable for concealing suicide
In Kyrgyzstan, pre-trial proceedings have been launched against employees of the Mental Health Center of Jalal-Abad region concerning the concealment of a suicide attempt by a patient of the Center. This was reported to ACCA by the Coalition against Torture.
Earlier, ACCA wrote that human rights activists of Osh were trying to achieve justice for a patient of the mental clinic. In particular, the lawyers of the Coalition against Torture initiated an investigation into the concealment of a suicide attempt by a patient of the Mental Health Center of Jalal-Abad.
“Trying to kill herself, the 28-year-old woman inflicted 4 stab wounds on herself. The doctors of the Mental Health Center of Jalal-Abad hid this fact from the administration and began to treat the patient’s injuries caused by herself. After the woman was transferred to a common clinical hospital, doctors, assessing the nature of the injuries, made the National Center for the Prevention of Torture known in accordance with the protocols,” human rights activists said.
However, the investigation into the concealment of a suicide attempt has not yet begun. In the Department of Internal Affairs of Jalal-Abad region, human rights activists were informed that the patient’s mother refused to write a statement, but the police were checking.
On this fact, human rights activists turned to the Prosecutor’s office in Jalal-Abad. The other day, they received an answer stating that, in relation to senior employees of the Mental Health Center, pre-trial proceedings have been started under article 331 of part 1 “Negligence”.
“At present, the pre-trial investigation is being conducted by the special service of the police department of Jalal-Abad,” the prosecutor’s response said.
