In Kyrgyzstan, police officers beat men because they asked them not to litter

In Bishkek, police officers brutally beat men who criticized them for garbage. Kaktus.media was informed about this by one of the victims.

According to Keret Musagaliev, in August 2019, he came to Bishkek to his friend Ruslan Jaaliev to borrow money from him.

“My friend and I stood on the balcony of a multistory building in the 11th microdistrict after 22:00. At that time, a car drove into the courtyard and at the passage slightly hit my friend’s car which was parked there. The guilty driver drove on and stopped. Then three men went out. One of them threw garbage into the yard; they stood on the street. Then we decided to go downstairs and ask them to take the garbage with them and drive more carefully, as they slightly hit the car,” said the victim.

He said that as soon as they approached the men standing in the yard and asked to pick up the rubbish thrown out by them, two men immediately attacked them.

“I fell due to a blow to the head. From time to time I lost consciousness and felt like they kicked me and beat me on the head with hands. They also beat my friend,” he told.

The man also said that before going down, a friend loaned him $5000. The victim put money in the pocket of his trousers.

“Before going out, I did not think that something serious could happen. The money was in my pocket. After Ruslan and I were severely beaten, I immediately checked my pockets and did not find money. Then we were hospitalized. I have a nose fracture, a concussion, several teeth are broken and there are multiple hematomas on my body,” Musagaliev said.

The victim added that they wrote a statement to the police. Then they learned that one of the attackers is a neighbor of Ruslan Jaaliev and works as a policeman at the Police Department of Pervomai district of Bishkek.

“Investigation against the policeman was carried out by employees of the Internal Investigation Service. But what measures have been taken, we do not know. We heard that the investigation allegedly could not find two attackers. Allegedly, this policeman does not know the other participants of the beating, and they were outsiders. At the same time, this policeman and his friend, who beat me, came to the hospital and asked me to pick up the statement. They promised to pay for all the treatment and make me teeth. Moreover, they do not admit the fact of theft of money,” Keret Musagaliev said.
