In Kyrgyzstan, people are mostly tortured by electric shock

An analysis of all complaints of torture received by human rights defenders showed that mostly people were tortured with electric shocks, strangled with a plastic bag and a gas mask. This was stated in the report on torture at the end of 2019, published by the human rights movement “One World” [“Bir Duino”].

Often people are tortured by striking on the face and body, kidneys, heels, as well as using blunt objects and plastic bottles so that there are no traces left.

“The injured have health hazard of varying severity: closed craniocerebral trauma, concussion, soft tissue bruises, and so on,” the document says.

It is noted that despite the fact that prisoners in Kyrgyzstan are systematically tortured, the authorities ineffectively investigate complaints, they don’t conduct fair proceedings, and seriously ill patients are denied amnesty.

“Due to the fact that the state doesn’t ensure the safety for persons who claimed the tortures, sometimes the victims renounce their statements,” human rights activists add.

In total, 153 people turned to the human rights organization “One World” [“Bir Duino”] in 2019 with complaints of torture. Moreover, men are almost two times more than women.

“In more than 60% of cases, relatives of victims of torture seek legal support and advice because the victims themselves are serving sentences or are being investigated in a closed institution. It is important to say that over 50% of those who applied for complaints of torture are Uzbeks,” the representatives of human rights movement concluded.
