In Kyrgyzstan, a military commissar convicted of a bribe to 2.6 years in prison
Using his official position, the commissar extorted money from a native of Talas oblast for violating the rules of military registration. For concealing the fact of violation, the military commissar demanded 20 000 KGS ($ 286) from the man. The official was detained while receiving a bribe by officials of the State Committee for National Security.
According to the investigation, a resident of Talas region, in fulfillment of the requirements for the universal military duty of Kyrgyz citizens, arrived at the commissariat at the place of residence. He was personally received by the military commissioner.
The young man said that he had previously been registered in a house of his relatives located in the village of Kok-Tokoi (Talas district). Later, because of the sale of a residential house, he was forced to check out and register at another address. Due to the change of place of residence, the young man missed the deadline of the first conscription.
Having learned about the situation, the military commissar took the passport from the young man and began to threaten him with detention. He demanded 30 000 KGS ($ 429) from the Kyrgyz citizen to cover up the case.
“He said that if I do not bring him money, he will transfer my case to law enforcement and they will judge me. I said that I don’t have the required amount. However, the military commissioner demanded that in this case I take a loan. We agreed that I would give him 20 000 KGS ($286), and for another 10 000 KGS ($143) I would write a receipt. In addition, taking advantage of my difficult situation, he made me work for him for free. I made repairs,” the victim told the investigation.
On April 15, 2019, the military commissioner was caught red-handed while receiving a bribe in the amount of 20 000 KGS ($ 286) by officials of the State Committee for National Security. The man didn’t deny his guilt.
The Pervomai District Court of Bishkek found the military commissar guilty under the Article 323 of Part 1 “Illegal enrichment” and the Article 320 of Part 2 “Abuse of official position”. Considering that the military commissar admitted his guilty and collaborated with the investigation, the judge sentenced the military commissar of the Talas Joint City Military Commissariat to 2.6 years in prison and a fine of 260 000 KGS ($ 3700). In addition, he is deprived of the right to hold government posts for 3 years.
