In Kazakhstan, prisoners organized a rebel in the pre-trial detention
In the night from 2 to 3 June, the prisoners organized a rebel in УГ-157/1 the pre-trial detention in the city of Atyrau. According to relatives of the prisoners, the reason for this was poor nutrition, failure to provide medical care, as well as bullying and beating by the staff of the pre-trial detention center.
On June 3, a video was appeared on YouTube showing relatives of prisoners facing the entrance to the pre-trial detention center of Atyrau. People demand to let them into the territory so that they can personally see that everything is in order with their relatives. However, employees of the institution didn’t let people in. Meanwhile, the video shows how prisoners through barred windows demonstrate bloodied clothes, shouting that they are being killed and ask to call ambulances to them.
Then, the head of the Regional Prosecutor’s department, Saken Zhandyrbaev, came out to the people at the gate. He said that several people under investigation and convicts didn’t follow the internal order.
“An investigation is underway. I have listened to everyone inside. An examination of injuries will also be done,” said Zhandyrbaev.
One of those, who came to the pre-trial detention center, told journalists that on May 30 her brother, who was at this institution, called her and said that the prisoners were beaten daily.
“Tonight, I received an anonymous call that my brother and all his cellmates were being beaten. In the morning, I turned to the Regional Prosecutor’s office, wrote a statement. They told me that they would sort it out. None of the employees here wants to help us, show our relatives,” said a woman who introduced herself as Nadejda.
In the evening, on June 3, the Criminal Executive Committee reported that the rebel in the pre-trial detention center was suppressed, the situation in the institution was stable, and there were no violations of the detention regime.
“On June 2, after an evening check in the pre-trial detention center of Atyrau, five convicts violated the established regime of detention, and also called other investigative-arrested people to disorder. To prevent further unlawful acts, the above persons were placed in a disciplinary cell.
It should be noted that these five convicts are serving sentences for grave and especially grave crimes – murder, malicious health damage, grand theft. The administration of the Department of the Penitentiary System, representatives of the Prosecutor’s office, as well as representatives of the national preventive mechanism (a system for preventing torture and other cruel, inhuman or degrading treatment or punishment) interrogate the convicts. On this fact, a pre-trial investigation was launched under the article “disobedience to the lawful requirements of the administration of the penal institution”; a check is being conducted,” the Criminal Executive Committee said.
It should be noted that at this pre-trial detention center there are three suspects in the sensational case of the murder of a baby in the regional perinatal center of Atyrau.
Last October, the Anti-Corruption Agency spread information about the arrest of the head doctor of the regional perinatal center of Atyrau, Kuanysh Nysanbaev. Initially, the head doctor was suspected of giving a bribe to the director of the Institute of Forensic Medical Examination in Atyrau region for issuing the “necessary” report on the death of the woman in labor.
During the investigation, it was found that the baby of the deceased mother was negligently registered as stillborn, but in fact the baby was alive. However, doctors, instead of providing the child with all the necessary medical care, left him to die. The baby’s body was found in a refrigerator. On this fact, the head doctor of the maternity hospital and two obstetrician-gynecologists were arrested.
These days, the court of Atyrau investigates the case of the baby’s murder. On June 3, three defendants were supposed to be brought from the pre-trial detention center of Atyrau, but they were not brought due to disorders in the pre-trial detention center.
