In Kazakhstan, 12 new corrupt officials were revealed

In Kazakhstan, it seems, they have seriously started the fight against corruption. Every day the Anti-Corruption Service reports on one more detention or conviction of dishonest officials. In just the past 2 days, corruption fighters have reported 12 new facts of suppression of bribery.

So, on September 24, two high-ranking officers of the regional police department were detained in Atyrau region on suspicion of receiving a bribe. According to the Press service of the Anti-Corruption Agency, the Head of the car fleet of the logistics department of Atyrau region Police Department and his deputy are suspected of receiving a bribe in a group of persons by prior agreement in the amount of $ 6.5 thousand from one of the businessmen of the region for signing additional service agreements for police vehicles totaling over $95 thousand. Both police officers were caught red-handed while cashing a bribe.

On September 25, a pre-trial investigation was launched in Taraz against the Head of the city Office for Quality and Safety Control of Goods and Services, suspected of abuse of authority. According to the Anti-Corruption Service of Zhambyl oblast, this official organized an illegal audit of an individual entrepreneur, as a result of which he was brought to administrative responsibility. In addition, the official is charged with taking a bribe from a representative of a private company for issuing a positive sanitary and epidemiological opinion in the amount of $260 and illegal participation in entrepreneurial activity.

By the way, on the same day in Zhambyl oblast, the Head of the Department of housing and communal services, roads and passenger transport of Merken district was sentenced to 3.5 years in prison. As it was established in court, the official, during the preparation of the estimated documentation for the video surveillance system on several streets of the district, overestimated the cost of devices and construction work, as a result of which the state was damaged in the amount of $ 8.3 thousand.

And in Kyzylorda region, the Head of the Department of employment, social programs and registration of civil status’ acts of Zhanakorgan region was fined for a bribe. According to the regional Department of the Anti-Corruption Service, the Head of the Department A. Akhmetov received a bribe of $1.5 thousand from K. Berzhenbaev for his employment. By court decision, Akhmetov was fined $78 thousand, and Berzhenbaev must pay a fine of $23 thousand for giving a bribe.

By the way, on the same day a video appeared on the Internet concerning the detention of the Deputy Head of the Department of the Criminal Executive System (DCES) in Kyzylorda region, who is also suspected of corruption. Details of the case have not yet been announced, but the video shows how anti-corruption fighters took out marked banknotes from the Deputy Head of the DCES.

On September 26, the most important news was the announcement of the arrest of the deputy mayor of Almaty region, Bagdat Manzorov. Information about this appeared on social networks. It followed that Manzorov was arrested for receiving a bribe. However, the regional mayor’s office noted that they didn’t know anything about the arrest of the vice-mayor.

“He is officially on a business trip,” Galymurat Zhukel, Head of the Press service of the Almaty City Hall, told reporters. “We are aware that information about his detention is being spread on social networks and have already contacted law enforcement agencies for clarification.”

Meanwhile, the Kazybekbi district court of Karaganda sentenced the former director of the Zhezkazgan distribution electric grid company. He was found guilty of fraud: in 2018, without legal grounds, he applied to the department of the Committee for regulating natural monopolies, protecting competition and consumer rights of Karaganda region with a request to increase the tariff as an emergency regulatory measure. This application was accepted, resulting in damage to consumers of electricity in the amount of $3.3 million. The former Head of the company received 3.5 years’ probation.

Another former director from Aktobe region also lost luck. Clavdia Pan headed the Social Service Center No.2. As it was established in court, Pan bribed the senior prosecutor of the Public interest protection department of the Aktobe Prosecutor’s office in the amount of $3.8 thousand for “closing his eyes” to the existing violations of the law in the institution. The court sentenced the woman to a fine of $58.5 thousand. In addition, she was deprived of her right to hold positions in the public service for life, and the court made a submission addressed to the President of Kazakhstan to deprive Clavdia Pan of the state medal “Shapagat”.

Meanwhile, in East Kazakhstan region, the former Head of the Public Health Department, Gazez Suleimenov, was punished by a court. For receiving a bribe of $1.8 thousand and fraud, he was fined $63.5 thousand. He was also deprived of his right to hold public service posts for life.

And finally, in Mangistau region, anti-corruption fighters began a pre-trial investigation against the Head of the Department for attracting foreign labor of the Regional Office of employment and social protection of the population. She is suspected of systematically receiving bribes in the amount of $500-1000 from representatives of foreign companies for the unhindered issuance and extension of work visas to foreign citizens working in the region.
