In Kyrgyzstan, the former mayor of the capital faces another criminal case

The State Committee for National Security has begun pre-trial criminal proceedings on the fact of overstatement of the cost of the underground passages’ repairs in Bishkek. In 2018, the Prosecutor’s office began checking the legality of tenders for the work on overhauling underground passages.

“The audit showed that the damage to the budget of Bishkek amounted to more than $5000,” the State Committee for National Security said.

Two companies were engaged in the repairs – “GlavTechInvest” and “Biyik KG” [“High KG”]. It is interesting that both companies are not the first time to receive government orders. Since 2013, “Biyik KG” has earned more than $2 million on the state, and “GlavTechInvest” has earned about $ 2.5 million.

The crime was recorded in the Unified Register of crimes and misconduct under the Article 320 “Abuse of official position” of the Criminal Code of the Kyrgyz Republic.

The State Committee for National Security has not yet formally charged anyone. At present, the persons involved in the crime are being identified, but the media have already rushed to throw the blame on the former mayor of the capital, Albek Ibraimov. According to the municipality, it was he who signed the orders concerning the installation of automatic lifts for people with disabilities.

Note that the lifts cost the budget almost $100 000. At the same time, almost from the moment of installation, they have been in workless condition almost all the time. In July 2019, the representatives of the Public Fund “Kelechek Plus” conducted a campaign to test the strength of city ramps. It turned out that the established slopes and lifts are life-threatening.

Recall that the former mayor of the capital, Albek Ibraimov, was detained on July 19, 2018 and he is currently being held in the State Committee for National Security’s detention center. He is involved in five criminal cases. First one is concluding a major contract for the supply of special products of the transnational corporation “Dastan”; as chairman of the board, Ibraimov received $270.000 from the supplier as a reward. The second case concerns the boarding house “Sunny Beach”. The third and fourth cases were filed on the facts of corruption that occurred when the accused was the mayor of Bishkek. Finally, the construction of the school in the housing estate “Kalys-Ordo”, estimated at about $ 1.5 million in damage.
