Kyrgyzstan: police officers tortured man to confess to murder

The human rights defenders were approached by a 60-year-old resident of the Sherali village of the Uzgen region, who told about how he and his son were beaten by police officers to obtain confessions of a crime. This was reported by the human rights organization United World (Bir Duino).

The man has a II disability degree, he is a participant in the hostilities in Afghanistan. On October 5, at about 3:40 p.m. he together with his wife and an acquaintance were in the Khan-Saray cafe, from where he was taken by an operational officer. After he was taken to the Uzgen District Department of Internal Affairs, the interrogation began.

“I was forced to write an explanatory note 5-6 times, when I said that I could not write, due to the lack of spectacles, the employee began to swear with obscene words,” says the victim.

The man was asked about his relationship with the old man next door, with whom his daughter-in-law is in a relationship, who could have killed the old neighbor? As a result, the man was accused of beating a neighbor with his son.

The detainee denied everything, he said that he was on good terms with his neighbor and had nothing to do with his death. As he was told by a police officer, an 85-year-old neighbor died after being beaten.

The staff took a break, saying that today is their holiday. Then they left, promising to continue later. All this time, the man was not allowed to sit down.

At about one in the morning, according to the victim, the operatives returned drunk. They handcuffed him and then threatened him with sexual violence using a truncheon. All this was accompanied by obscene language. At this time, they put a plastic bag on his son’s head and beat him until he lost consciousness.

“They demanded to give up the car in exchange for easing the sentence. We were released from the department the next day at about 9:30 in the morning. And a day later, on the morning of October 7, they brought us back and interrogated until 8:30 pm, ”the man recalls.

When they were beating him, he asked them to stop, said that he was 60 years old, but they continued to beat him in the area of the liver, legs, and head.

On October 14, on this fact, the employees of the National Center filed a complaint with the regional prosecutor’s office. The lawyers of “United World” filed an application with the Department of the State Committee for National Security to take measures on the application of torture.
