Uzbekistan: prisoner tried to commit suicide in protest

The head of the Human Rights Association of Uzbekistan “Ezgulik” Abdurahmon Tashanov made public the suicide attempt of a 19-year-old prisoner.

The Prosecutor General’s Office promptly responded with the information of a pre-investigation check carried out by the Special Prosecutor’s Office of Karshi city, while clarifying that “the information about the initiation of a case against the employees of the colony and the beginning of the investigation doesn’t correspond to reality”.

The press service of the Ministry of Internal Affairs called the message of the human rights activist “unacceptable information”, at the same time noting that prisoner Zhasur Dekhkonov “is impatient to the obligations, has negative behavior, cannot control himself in communicating with others, is prone to commit immoral acts, doesn’t follow the rules of order, doesn’t withstands difficulties, can commit negative actions due to the inability to control his emotions”. Such statements are typical for the press service. Previously, they already spoke of those dead after torture in law enforcement agencies as “goddamned people”, drunkards and hooligans.

The young man was prompted to commit suicide by the attitude of the colony employees and other prisoners of the colony No. 35 in the village of Shaikhali near Karshi (the regional center of Kashkadarya region). According to the human rights activist, Zhasur tried to cut his veins, and the guards laughed and filmed it.

If the actions of Tashanov, a member of the parliamentary Commission on the observance of constitutional human rights and freedoms, forced the security officials to simply get nervous, then the response of the head of the colony-settlement No. 42 Isakhanov contains a direct threat to the leader of the initiative group “Open line” Tatyana Dovlatova for “publishing deliberately false and biased information”.

In the official replies, the administration of the colony and the Department of the Execution of Punishments under the Ministry of Internal Affairs preferred to ignore the violations of the rights of prisoners, exposed by the volunteers of the human rights group.
