Kyrgyzstan: minor is illegally kept in isolation ward for almost a month

On August 20, employees of the representative office of the National Center for the Prevention of Torture of the Kyrgyz Republic in Osh region made a special visit to the temporary holding facility of the Department of Internal Affairs of Uzgen district.

According to the results of the check, the representatives of the National Center for the Prevention of Torture of the Kyrgyz Republic revealed violations in the conditions of detention of the detainees.

So, according to experts, there are four people in the isolation ward. According to the law, the size of the sanitary zone should be 3.25 square meters for one person, but in fact there are only 2.3 square meters.

In addition, the minor K. uulu N. has been in a cell for 25 days, whereas according to Article 9 of the Law on the procedure and conditions of detention, the term of detention should not exceed 10 days.

The sanitary conditions in the isolation ward don’t meet the requirements. The institution is dirty. The walls are finished with decorative plaster, despite the fact that, according to the rules, the surfaces must be smooth. Disinfection in the premises hasn’t been carried out since June 16 this year.

On the facts of violations, the employees of the representative office of the National Center for the Prevention of Torture of the Kyrgyz Republic in Osh region drew up an act. It will be sent for response to the relevant authorities.
