In the structures of the Health Department of Samarkand, medicines were purchased for 14.9 billion sums, of which 5 billion 643 million sums ($ 530,000) made up the difference with alternative proposals, a priori profitable for the budget. The corruption component of overpayments was revealed by the Anti-Corruption Agency.
According to the Agency, in violation of the law, tenders were organized for 4.9 billion sums, as well as purchases in the electronic store of the public procurement portal for 186.1 million sums. The Prosecutor’s Office of Samarkand region opened two criminal cases under Article 167 of the Criminal Code (Misappropriation by means of embezzlement or peculation). The positions of the suspects in the crime were not disclosed.
In June 2021, remote monitoring of 324 tenders by the Agency revealed some violations of the legislation by Samarkand officials on public procurement and competition for $ 1.2 million.
Earlier, ACCA wrote that the leadership of Samarkand branch of the Republican Scientific Center for emergency medical aid paid more than 124.5 million sums (over $ 11,000) as incentives to 48 employees who were not part of the ambulance teams.
The chain of corruption deals in the region is not interrupted even after the initiation of numerous criminal cases after the tragedy of 2019. The ACCA publication reported that 354 babies under the age of one year and 13 women in childbirth died during eight months in the region. The reason was a mass corruption, lack of medicines and equipment, and the criminal negligence of the medical staff. A total check of maternity hospitals began with a series of tragic events from February 28 to March 1, when the deaths of five newborns were recorded.
