According to independent sources, in Turkmenistan since August 1, the price for sending complaints by mail has increased to 100 manats (about $ 30) for one letter to law enforcement or administrative structures of Turkmenistan.
Now, to send a complaint, you need to do the following: come to the bank, get the bank account details, transfer the indicated amount of 100 manats to this account, receive a receipt for payment and return to the post office with the receipt, where you need to provide the post officer with a copy of the sender’s passport.
Experts believe that, first of all, in this way, the authorities try to reduce the number of complaints sent to law enforcement agencies in all regions of the country.
ACCA learned that some citizens have already sent their complaints to state institutions by parcel post. It cost them 20 manats, which is 5 times cheaper than sending a letter. For many families, 100 manats is a fairly large amount, especially now in an acute economic crisis in the country.
In Turkmenistan, there is also a payment of tax on the amount recovered through the court. If a citizen is suing and trying to recover a certain amount from the defendant, who has caused him/her damage, then the plaintiff is obliged to pay first a tax in the amount of 30% of the amount of the claim. If the court doesn’t satisfy the claim, the plaintiff loses.
The judicial system is completely corrupt. So usually the one, who bribes the judge most, wins in court. In international ratings on the level of corruption and human rights violations, Turkmenistan has been holding a leading position for more than twenty years.
