Uzbekistan: the press service of the Ministry of Internal Affairs called the victims of torture god-damned people

Nursoat Mukhammadiev, a resident of Nishan district of Kashkadarya region, became another victim after being detained and beaten by the officers of the Ministry of Internal Affairs. His relatives are sure that he died after being beaten on July 26 (International Day against Torture). In recent months, this is the third fatal case for detainees.

The head of the press service of the Ministry of Internal Affairs Shokhrukh Giesov immediately removed the blame from the preventive inspectors, who were suspected of the beatings. He spoke of the dead as “god-damned people”. The audio with his opinion was posted on the social network by the online media Rost24.uz.

Earlier, ACCA wrote about the actual murder after the arrest of Khasan Khushmatov, who died on July 11 after being beaten in the Department of Internal Affairs of Denau district (Surkhandarya region). There was also a publication about the inhuman attitude of law enforcement officers towards those detained in Karakalpakstan, after which people died of physical violence. Bakhtiyar Dauletmuratov, a resident of the city of Takhiatash (Karakalpakstan), died on July 5. He was ill for a long time after being beaten on May 23 at the Regional Department of Internal Affairs.

The officer wasn’t shy about the wording in the unofficial statement to journalists.

“Eh! A topic has appeared for you in Karakalpakstan, Surkhandarya … Nobody asks, doesn’t check – you heard and wrote. So, the first case: a citizen who died in Karakalpakstan; he died of pneumonia. God’s retribution! He was lying drunk on the street, he was taken away, then checked… He had a wound on his forehead. He was taken to the hospital, but he died. The Prosecutor’s Office fully checked these facts, issued its conclusion – our employee is not guilty, and the initiation of a criminal case was denied. Now the checks have resumed, as a statement was received from his mother [of the deceased] about beating him [by law enforcement officers],” Giesov comments.

Concerning the second fact, Giesov even tried to show the assistants of the prevention inspector, who beat the man, as heroes. “Now about the case in Surkhandarya. The same person absolutely damned by God, previously convicted of murder, who was always scandalous at home, gave no rest to others, and apparently got what he deserved. The staff brought him. On the way, he also resisted, after which our officers, of course, used force. Should our employees tolerate this behavior? Then, he was released. God knows where he was, what he did, but died from the injuries. And where did he get them? What preceded this? When he was taken to the hospital, before his death, he said that “the police beat him”. Therefore, now two young guys (one born in 1997, the other in 2003), the assistants to prevention inspectors, are under investigation because of these “punished by God”. All [the dead] were drunk… Therefore, before writing something, please, contact me and ask… I will explain the situation to you, what happened and how. This is an unofficial statement. If needed, we will make an official statement,” Giesov said.

In January 2020, after another tragedy with torture in the Department of Internal Affairs of Chirakchi district of Kashkadarya region, information about which was published by ACCA, he said that “the death of a person in the department is not news; it is natural, it happened before”.
