Uzbekistan: another person died as a result of torture

Another victim of torture after the arrest was Khasan Khushmatov. He died on July 11 after being beaten in the Department of internal affairs of Denau district of Surkhandarya region. Being drunk, he behaved inadequately, and his brother asked for help. A prevention inspector and two of his assistants came to the call.

 

According to the official version, on the way, Khasan was “inflicted bodily harm to calm him down …”, but the wife of the deceased denies this.

“The liver was crushed. The head was cracked on all sides. The eyes have darkened. The lips were swollen,” says the wife of the deceased. “They even damaged his male organs. How can a person be so cruel?! Where should I go with my two children? Are police officers allowed to kill?”

A criminal case under Articles 104 and 206 of the Criminal Code was initiated by the District Prosecutor’s Office. Two people were detained as a precautionary measure. “They are definitely assistants,” explains the ACCA expert. “They are formally in the personnel reserve of the Ministry of Internal Affairs, but they remain civilians. The inspector himself is an employee of the Ministry of Internal Affairs. Probably, his colleagues and the Prosecutor’s Office intend to help him avoid punishment.”

Earlier, ACCA reported about the inhuman attitude of law enforcement officers towards those detained in Karakalpakstan, after which people died of physical violence. Bakhtiyar Dauletmuratov died on July 5. He was ill for a long time after the beatings on May 23. According to the sister of the deceased, on that day he was detained by officers of the Ministry of Internal Affairs and forcibly brought to the department, where he was charged with drinking alcohol and, at the same time, didn’t conduct an appropriate examination. Before the beatings, the video surveillance cameras in the building were turned off.

In this case, the Ministry of Internal Affairs also acquitted the inspector, who was accused of murder. Two days after the publication of ACCA, the Agency issued a press release. The information service of the Ministry of Internal Affairs stated that “according to the results of a pre-investigation check carried out by the District Prosecutor’s Office, it was concluded that there were no violations of the law in the actions of inspector Baimuratov”.

On June 26, the UN celebrated the International Day in support of victims of torture. On this day, President Mirziyoyev signed a decree “On additional measures to improve the system for detecting and preventing cases of torture”. The coincidence of the date of the UN and the day of the adoption of the document corresponds to the practice of active PR-campaigns carried out by the state and affiliated structures to improve their positions in world rankings. “The adopted legislative acts haven’t yet contributed to the eradication of violence in the system of the Ministry of Internal Affairs,” notes the ACCA expert.
