Kyrgyzstan: Parliament passed a law restricting freedom of speech

The Parliament of Kyrgyzstan adopted a scandalous bill “On protection from false and inaccurate information”, initiated by the deputy Gulshat Asylbaeva. The decision was made at the meeting on July 28.

On June 26, 2020, the deputies approved the resonant Law “On manipulating information”. Then human rights activists demanded that the incumbent president Sooronbai Jeenbekov veto the regulatory legal act, which threatens freedom of speech. As a result, in July of the same year, Jeenbekov sent the bill for revision. In this connection, a special group was created.

At the meeting on July 28, the draft law with the changed title “On protection from false and inaccurate information” was again presented to the deputies. As a result, it was adopted by a majority of votes, 97 people’s deputies voted for, only five opposed.

ACCA asked Tolekan Ismailova, director of the human rights organization “One World” (Bir Duino), to comment on the adoption of this law.

According to her, today’s realities in the life and politics of Kyrgyzstan are all the consequences of the deceitful, two-faced policy of officials.

“To please external players and internal officials with the stigma of the patriarchal system against freedom of speech and freedom of association, two profane bills were passed. Firstly, their initiators committed crimes against the citizens of the Kyrgyz Republic, since freedom of speech and freedom of association are fundamental rights of citizens. Secondly, they let the new government down. And finally, they exacerbated the situation with human rights and freedoms during crises, using psychological torture,” Ismailova said.

She added that human rights defenders are currently initiating lawsuits to protect freedom of speech and freedom of association in Kyrgyzstan.

“The lessons teach us to be independent individuals, both in the family and with the environment, and with the authorities. “The people are primary; the power is secondary.” It’s important for officials of all levels to respect this status of citizens, and not to forget the bad experience of the previous authorities – some are in prisons, others are on the run,” the human rights activist emphasized.

It’s worth noting that the media have already begun to report about violations in the adoption of the scandalous legal regulations. So, it’s known that on June 30 this bill was rejected due to a lack of votes. According to the regulations, it was supposed to be considered again only six months later, but this requirement was violated and the bill was put on the agenda ahead of schedule.

In addition, two deputies on the lists, who voted for the bill, reported that they didn’t vote for it. In particular, Aisuluu Mamashova stated that she wasn’t at the meeting and someone else had voted for her. Kanibek Imanaliev also denied the regulatory legal act.
