The death of a person after torture in the District Department of Internal Affairs of the city of Takhiatash of the Republic of Karakalpakstan was reported by the information center “Shirak”, whose employees are in political emigration.
Bakhtiyar Dauletmuratov died on July 5. He was ill for a long time after being beaten on May 23. On that day, officers of the Ministry of Internal Affairs detained him and forcibly brought him to the department, where he was charged with drinking alcohol, but they didn’t conduct an appropriate examination.
Before the beatings, the video surveillance cameras in the building were turned off. Later the victim said that he was beaten by three men. The sister of the late, Sapargul Dauletmuratova, twice unsuccessfully appealed to the Prosecutor’s office of Karakalpakstan and even posted a video message to President Mirziyoyev on July 27 on a social network, urging him to draw attention to the inhumanity of law enforcement officers.
IC “Shirak” gives other examples of sad statistics. For three years, six residents of the republic have died after torture in the building of the District Department of Internal Affairs of Takhiatash. On July 15, a member of the illegal party “Alga, Karakalpakstan!” Nazlymkhan Turymbetova was detained when she was taking her children to kindergarten. Then she was tortured with an electric shock, demanding to admit guilt in organizing a protest action on July 13 against the transition to the Latin alphabet.
Numerous facts of violence were recorded by other activists as well. On July 15, information appeared about the riots in Khojeyli, where more than 14 people were taken to the District Department of Internal Affairs. It was reported about detentions in other districts of Karakalpakstan: Aidos Zhumanazarov and Aksungul Zhumanazarova (brother and sister), human rights activist Konyrabai Redzhepov and another young man were arrested. In the cities of Khojeyli, Nukus, Kungrad, Chimbay, the police summoned dozens of people for interrogation.
Zulfiya Primyarova, a resident of Khojeyli, was beaten by officials of the regional hokimiyat (local administration) and three employees of the Ministry of Internal Affairs. They began to insult her, beat her, grabbed her by the hair and began dragging her around the office.
The journalists of the independent media “Asiaterra” found out that activists from Khojeyli were taken to other settlements of the republic, where they were subjected to intimidation and torture. The opposition of Karakalpakstan claims that usually activists are arrested in one region, taken to another, and there, in the building of the District Department of Internal Affairs, they are beaten without leaving a trace. In several cases, a stun gun was used. Then the security forces dictate the text and the person must sign a letter of repentance.
According to the ACCA expert, the reasons for the protest moods of the residents of Karakalpakstan are mostly rooted in social disorder, bureaucracy, the brutality of the security forces, creeping “uzbekization” and, as a consequence, the repressive policy of suppressing discontent. The issues of gaining full independence from Uzbekistan are often used by opposition groups abroad for their own political purposes.
