Uzbekistan: bailiffs were tried to set fire during the demolition of the house

In the center of Yakkabag district (Kashkadarya region), on July 9, residents of a house to be demolished poured two liters of gasoline over the officers of the Compulsory Enforcement Bureau and tried to set them on fire.

The Internal Affairs Directorate of Kashkadarya region reported on the detention of the owner of the house on the same day. According to the version of the state authorities, it was built illegally. His family was repeatedly notified of the demolition of the house, but they ignored all warnings. The case is now being considered by the District Prosecutor’s office, to which the Compulsory Enforcement Bureau belongs.

From the information of the law enforcement department, it turned out that the demolition of the house was planned four times and in all cases the Interior Ministry officers were not on the spot. Probably, they didn’t want to be in the center of a new scandal again.

Earlier ACCA wrote about the incident on July 20, 2019. The deputy head of Yakkabag district then got into an excavator and tried to demolish a two-story shop of a local businessman. Furious, he threw gasoline into the cab and was able to set it on fire. The official received burns on 10 percent of his body. After the incident, law enforcement officers detained the businessman and his son for two days, who was severely beaten at the police station. All demolition work was carried out in accordance with the presidential decree “On the rural improvement program” dated March 29, 2018.

At the meeting, the President of the country called the head of Kashkadarya region shameless, and the burnt official was called crazy. The harsh reaction of Mirziyoyev didn’t stop the abuse of local authorities. Citizens, whose houses were demolished in Yakkabag, still cannot receive compensation. Now the debt to 41 residents is more than 3 billion 600 million sums ($ 336,450 at the exchange rate on July 15), such payments are beyond the power of the local budget.

The district administration predictably responds to criticism on social networks. The online media Repost.uz posted a note about the complaint of the deputy hokim of Yakkabag district on the issues of the mahalla and support for the family of Sarvar Avlaev.

On July 1, he wrote a statement to the Regional Department of Internal Affairs against blogger Elmurod Odilov. The official announced the publication of video materials on social networks undermining the authority of the leadership of the hokimiyat of Yakkabag district, and asked to take legal action against them.

In Uzbek practice, there is an example of successful suppression of popular discontent. On May 10, 2021, the Criminal Court of Muzrabad district of Surkhandarya region, in a similar situation, the blogger Otabek Sattoriy was sentenced to 6.6 years in prison.
