On July 6, President Recep Tayyip Erdogan announced that Kyrgyz citizen Orhan Inandy, one of the so-called top leaders of FETO, had been captured and taken to Turkey. He stated this on the state TV channel TRT Haber.
In his speech, President Recep Tayyip Erdogan said that the National Intelligence Organization (Milli Istihbarat Teşkilatı) conducted another successful special operation abroad.
“As a result of its original and patient work, MIT brought Orhan Inandy (FETO CEO in Central Asia) to our country and brought him to justice,” said the head of the Republic of Turkey, Recep Tayyip Erdogan.
Former director of the school network “Sapat”, Orhan Inandy, disappeared in Bishkek on June 1, and the republic’s law enforcement agencies were looking for him unsuccessfully for a month.
The disappearance of the man was announced by his relatives. According to them, Inandy left home for a meeting. An hour later, his family found the car a few blocks from the house.
The Department of Internal Affairs of Oktyabrsky district of the capital confirmed this information. It was noted that the last time the missing person got in touch by phone on May 31 at about 18.00.
“An investigative-operational group has been created, directions have been sent to the territorial divisions of the internal affairs bodies, all the necessary investigative actions and search measures are being taken to establish the whereabouts of the citizen,” the police informed.
On the same day, Sadyr Japarov instructed the State Committee for National Security and the Ministry of Internal Affairs to intensify investigative and operational measures to search for a citizen of Kyrgyzstan Orhan Inandy. The presidential press service clarified that the head of state instructed law enforcement agencies to carry out appropriate search measures to establish his whereabouts.
The State Committee for National Security, in turn, reported that the former director of the school network “Sapat” had been warned in 2019 of a possible kidnapping.
The press service of the department stated that the special services received information about the intentions of individual members of the organized criminal group to kidnap a citizen of Kyrgyzstan Orhan Inandy in order to obtain a ransom. A check was organized within the framework of the materials of pre-trial proceedings under the article “Abduction of a person” of the Criminal Code of the Kyrgyz Republic.
“In the course of the investigative and operational measures, Inandy was informed by the investigative bodies of the State Committee for National Security of the threat of kidnapping. Along with the ongoing check, he was advised to involve bodyguards and take precautions. The State Committee for National Security is carrying out a complex of operational measures to assist the police in finding those involved in the commission of this crime,” the Department said.
On June 2, the Ministry of Internal Affairs announced that a criminal case was opened on the disappearance of Orhan Inandy under the article “Abduction of a person”.
“Within the framework of the materials of pre-trial proceedings, an investigative and operational group was created from a number of experienced investigators and operatives of the Ministry of Internal Affairs, the Central Internal Affairs Directorate of Bishkek and the Internal Affairs Directorate of Oktyabrsky district. Directions were sent to the territorial divisions of the internal affairs bodies. All the necessary investigative actions and search measures, aimed at establishing the whereabouts of citizen Orhan Inandy, are being carried out,” the Ministry’s press service said.
On June 3, Orhan Inandy’s wife, Reikhan, appealed to the President of Kyrgyzstan Sadyr Japarov with a request to help in finding her husband. She noted that her husband was never interested in politics.
“Orhan is a citizen of Kyrgyzstan. This is our homeland. Our four children also consider Kyrgyzstan their country. Orhan has nothing to do with either foreign or domestic politics. All our life we have been engaged only in education,” said Reikhan Inandy.
It also became known that the Secretary of the Security Council of Kyrgyzstan Marat Imankulov held an operational meeting with the heads of law enforcement agencies concerning the situation with the citizen of the Kyrgyz Republic Orhan Inandy.
Marat Imankulov once again noted the need to strengthen interdepartmental coordination, interaction and strengthen all necessary investigative and operational measures to quickly establish the whereabouts of the disappeared Kyrgyz citizen.
On June 6, the wife of the president of the international educational institution “Sapat” Orhan Inandy, Reikhan, announced that her husband was in the building of the Turkish Embassy in Kyrgyzstan. She again appealed to the President of the Kyrgyz Republic Sadyr Japarov, as well as the Kyrgyz people, with a request to protect the citizen of their country.
On June 7, it became known that Turkey demanded the extradition of Orhan Inandy in 2019. Then, Kyrgyzstan refused Turkey, referring to the fact that Orhan Inandy is a citizen of the Kyrgyz Republic.
On June 8, the Turkish Embassy in Kyrgyzstan denied the information of the wife of the missing Orhan Inandy, Reikhan Inandy, that he was being held in the building of the diplomatic mission.
On June 9, lawyer Taalaigul Toktakunova published the last recordings from the car of the president of the international educational institution “Sapat” Orhan Inandy before his disappearance.
On the same day, the international human rights organization “Human Rights Watch” announced that the authorities of Kyrgyzstan should investigate the disappearance of the founder of the network of educational institutions in Kyrgyzstan, Orhan Inandy, against a background of fears of his forcible deportation to Turkey.
On June 10, at a joint press conference following talks with President of Kyrgyzstan Sadyr Japarov, Turkish leader Recep Tayyip Erdogan said that during the meeting “the issues of combating terrorist organizations, including FETO, as well as aspects of cooperation in the region, were discussed”.
“Recent political issues have exposed the dark, bloody and unpleasant face of FETO. God willing, we will overcome this together, supporting each other. I once again assured the esteemed President that Turkey supports the Kyrgyz people and the country’s authorities. We are next to Kyrgyzstan at every step towards political stability,” he said.
On June 16, supporters of the Kyrgyz citizen, the president of the international educational institution “Sapat” Orhan Inandy, again went to a peaceful rally in front of the government building (before that, they had rallied every day for a week since the disappearance of the man). Those gathered still demanded to find the head of the international educational institution “Sapat”.
Deputy Minister of Internal Affairs Nurbek Abdiyev said on the same day that Orhan Inandy was wanted, among other things, through international channels.
According to him, law enforcement officers are looking for the missing person in parks, along railways, in hotels, garage cooperatives, entertainment centers, on the roofs of houses.
“We removed video from the cameras of Safe city. In addition, the search is ongoing through Interpol. Orhan Inandy has been banned from leaving the country. Passengers, who have departed through Manas airport, have been checked since May 30. As for the search of the Turkish Embassy, we have no right to do so. We cannot tell all the details, since there is a secret of the investigation, it can harm him,” Nurbek Abdiyev said.
On June 25, in Bishkek, near the Government House, another protest action was held by supporters of Orhan Inandy. However, the police said they were continuing to search for the missing Orhan Inandy.
“As soon as there is information that we can voice without interfering with the work of the investigation, we will immediately inform the public,” the press service of the Ministry of Internal Affairs emphasized.
On July 2, Reikhan Inandy addressed to President Sadyr Japarov for the third time with a request for a report from law enforcement agencies concerning the search for the missing person. And on July 5, the woman went to a solo picket in front of the government building.
After it became known that the Turkish special services had taken Orhan Inandy to Turkey, in Bishkek, near the Parliament building, supporters of the kidnapped president of the international educational institution “Sapat” again went to a protest. Ten people came forward with a demand to return the citizen of Kyrgyzstan to his homeland.
Also today, the Ambassador of the Republic of Turkey Ahmet Sadyk Dogan arrived at the Ministry of Foreign Affairs of Kyrgyzstan to give explanations about the abduction of the citizen of the Kyrgyz Republic Orhan Inandy by the special services of his country. The head of the Turkish diplomatic mission was presented with a note in connection with the operation by the Turkish side of the arrest and delivery of the citizen of the Kyrgyz Republic Orhan Inandy to Turkey.
The Kyrgyz side pointed out the inadmissibility of such actions, which grossly violate the basic principles and norms of international law, including in the field of respect for human rights and freedoms, enshrined in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights and other documents.
The Kyrgyz side called on the Turkish side to return Inandy and take all necessary measures to ensure that he is treated properly and to prevent the use of violent and degrading actions against him in accordance with the norms of international law.
In turn, Ambassador Ahmet Dogan emphasized that Orhan Inandy is a citizen of the Republic of Turkey and is recognized exclusively as a citizen of the RT. At the same time, he noted that the Turkish side hadn’t announced the conduct of the said operation on the territory of Kyrgyzstan.
The Ministry of Foreign Affairs of Kyrgyzstan stated that it would make every necessary effort to return Inandy to his homeland and protect his rights and legitimate interests as a citizen of the Kyrgyz Republic in accordance with the Constitution and international law.
Meanwhile, Kyrgyz politicians reacted to the kidnapping of the president of the international educational institution “Sapat” Orhan Inandy by the special service of Turkey and the removal from the territory of Kyrgyzstan. The leader of the political party “Ata Meken”, Omurbek Tekebayev, called this an encroachment on the country’s sovereignty.
“In each version of the Constitution, there is a guarantee that the state protects the security of citizens and in no case extradites them to foreign states. The kidnapping of our citizen by the Turkish special services from the territory of Kyrgyzstan is equal to an encroachment on the sovereignty and state interests,” he said.
MP Natalya Nikitenko from the faction “Ata Meken” considers the abduction of a citizen of the country to be a shame for the whole country.
“For a month, were all of us, including the deputies of Parliament, deceived, showing active efforts to find a citizen of the country? Did they “miss” the illegal activities of the foreign special services in our sovereign territory? The fact remains that the structures, which have to conduct counterintelligence and ensure the safety of citizens, failed to ensure the safety of our citizen. Once again, I want to ask the question, “How does this government work?” It can neither protect, nor feed, nor cure. The security agencies have completely discredited themselves, the Ministry of Internal Affairs cannot ensure safety on our streets, hospitals are overcrowded, there is no vaccine, the economy is slowly dying, we cannot provide farmers with water, prices for everything are growing. This is a short list of “achievements” … What else needs to happen? And one more question! Since last October, the authorities have been talking about responsibility, that one person should have everything. For the sake of this, the system of power was broken, the Constitution was changed, and blood was shed for this. So, now one person has all the power. And what do we have? Where is this responsibility? Where are the solutions? The very “collective irresponsibility”, that everyone was shouting about during the parliamentary period, now looks like a period of clear accountability, responsibility and transparency of all decisions,” she wrote on Facebook.
