Tajikistan: former employees of the Ministry of Internal Affairs were convicted of torture

On June 17, 2021, the Supreme Court of the Republic of Tajikistan announced a verdict in a criminal case against former employees of the Ministry of Internal Affairs of the Republic of Tajikistan accused of committing a number of crimes, including torture against a resident of Tursunzoda city Khasan Edgorov. This was reported by the Civil Society Coalition against Torture and Impunity in Tajikistan.

Khasan Edgorov spent six months in a pre-trial detention center on charges of murder in 2017 and was released after the real killer was caught. He signed a confession, unable to endure the brutal torture at the police station.

Criminal proceedings were instituted against Sh. Azizov (Senior operative of the village police department “Pakhtaobod” in Tursunzoda), S. Davlatmurodzoda (Senior operative of the criminal investigation department of the MIA in Tursunzoda), E. Naimov (Senior operative for especially important cases of the Criminal Investigation Department of the Ministry of Internal Affairs of the Republic of Tajikistan).

The case was transferred to the Supreme Court in August 2019. In January 2020, the Supreme Court returned the case for further investigation to eliminate the identified deficiencies.

During the re-examination of the case, which was reopened in March 2021, the defendants were found guilty of committing crimes under the articles 316 “Exceeding official powers”, 323 “Official forgery” and 143.1 “Torture” of the Criminal Code of the Republic of Tajikistan. In their relation the other day, the verdict was passed: Sh. Azizov was sentenced to 13 years in prison, S. Davlatmurodzoda – to 12 years in prison and E. Naimov – to 10 years in prison.
