Kyrgyzstan: investigation into the fact of torture at the Internal Affairs Directorate of Bishkek has been launched

A man, who is kept in a pre-trial detention center №1 in Bishkek, complained to the Ombudsman about the employees of the Pervomaisky Department of Internal Affairs. He reported that they severely beat him, breaking his head.

Due to the unbearable torture that the police officers used, the man tried to commit suicide by hanging. However, other detainees, who were in the same cell with him in the pre-trial detention center, prevented the act of suicide. Then the man turned to the Ombudsman with a request to assist in the adoption of legal punishment against the employees of the Pervomaisky Department of Internal Affairs.

“Following this appeal, the staff of the Ombudsman’s Office of the Kyrgyz Republic visited the pre-trial detention center №1 in Bishkek, where they had a conversation with the applicant. During the conversation, he additionally explained that on February 23 at 20:00 he was detained and severely beaten by the officers of the said Department of Internal Affairs. As a result of these beatings, the man partially lost his hearing (he cannot hear with his left ear) and he has a constant headache,” the Ombudsman’s institute explained.

Human rights activists add that at present a letter has been sent to the Prosecutor’s Office on this fact, and the collected materials on the case are registered in the Unified Register of misdemeanors and crimes.

“The Prosecutor’s Office of Pervomaisky district of Bishkek opened a case under paragraph 1 of part 2 of article 321 “Abuse of power” of the Criminal Code of the Kyrgyz Republic. The State Committee for National Security is conducting the investigation This case was taken under control by the employees of our specialized department,” the Institute concluded.
