A citizen of Uzbekistan Saken Sabaev, who is serving his sentence in the general regime colony AП-162/2 in the city of Pavlodar (Kazakhstan), recorded a video appeal to the Ambassador of Uzbekistan to Kazakhstan and asked “to blame for everything that happens to him the Department of the Penitentiary System of Pavlodar and the administration of the strict regime colony AП-162/3”.
Prisoners Saken Sabaev and Aslan Baytemir are serving their sentences in the colony AП-162/2 in Pavlodar. However, on May 14, they were transferred to the strict regime colony AП-162/3. According to some reports, the transfer is being carried out in connection with the closure of the colony AП-162/2. On the eve of their transfer, the prisoners recorded a video message and stated that they were threatened with torture and rape after being transferred.
“I am convicted Aslan Baytemir, serving my sentence in AП-162/2. On the eve of the transfer, the administration of the institution, represented by the assistant on duty of the head of the institution Baurzhan Ramazan and an employee of the regime department Sultan Amanov, threatened me that on my arrival in the institution AП-162/3, they would use violent actions against me, namely, they would rape me and tie. These are illegal actions. This is torture. I know that torture against convicts is prohibited and abolished. Who will see this video, please, help me! I don’t know what to do next. I’m just afraid to go there. I will have to make an end of myself. I’m afraid for my life. Please, help me!” Baytemir says in his video.
It should be clarified that “tying” in prison jargon means forcing a prisoner not only to wear a bandage on his arm, indicating cooperation with the administration of the correctional institution, but also to inform the administration about other prisoners.
A similar statement, addressed specifically to the Embassy of Uzbekistan in Kazakhstan, was recorded by Saken Sabaev:
“I want to contact the Embassy of Uzbekistan, since on May 14, 2021, I will be convoyed to the colony AП-162/3, where there is a complete chaos and torture is carried out on convicts. I ask you, to blame for everything that happens to me the Department of the Penitentiary System of Pavlodar and the administration of the strict regime colony AП-162/3,” the prisoner says.
It should be noted that this is not the first complaint against employees of the colonies of Pavlodar, including complaints against Baurzhan Ramazan.
So, in September last year, the personal blog of the Chairman of the Anti-Corruption Agency, Alik Shpekbaev, received an appeal from journalist Bakyt Mukhamedrakhimova, in which it was reported about beatings and abuse of prisoners in the colony AП-162/2 and extortion of money from them by the employees of this colony:
“To me, as a journalist, on my personal page on Facebook, a group of convicts from the colony AП-162/2 in Pavlodar addressed for help. They informed me about the ongoing lawlessness, corruption offenses among the administration and employees of the institution, cited specific facts of an inhuman attitude towards them in the form of beatings, extortion, and abuse. They assert that these people play the same game with the regional administration and that only an independent and sudden verification of all their actions can only be made by independent republican law enforcement agencies, your own institution, the UN, representatives of the National Council of Public Trust. Otherwise, they may be subjected to illegal torture, beatings for an attempt to inform about the lawlessness in the above-mentioned institution. Here are the names of those whose so-called law enforcement “activities” must be carefully checked: Major of Justice Mukashev Arystan Sarkenovich (currently acting the head of the institution); Major of Justice Kypshakov Kairat Zeinelkabidenovich (employee of the operational department, deputy chief; dirty scum); Junior Lieutenant of Justice Aman Nursultan (employee of the regime department; he likes to beat and humiliate convicts); Captain of Justice Aydarkhanov Aydar Yerlanovich (employee of the regime department; he is also a brute who beats and humiliates prisoners); Major of Justice Ramazan Baurzhan Muratovich (a scum who likes to mock people); Captain of Justice Zhunusov Madi Aitkalievich (he gives a job for kickback); Lieutenant Colonel of Justice Toyganbaev Nurlan Aytanovich (deputy head for general issues; he exploits the prisoners, doesn’t give materials… convicts build at their own expense),” the appeal said.
Meanwhile, in January of this year, one of the employees of the colony AП-162/2 was convicted by the city court of Pavlodar. He was the head of the department for educational work. He was accused of fraud.
“In September 2019, by deceiving one of the convicts (threatening him with toughening the conditions for serving his sentence), he demanded $ 206 from him. In December 2019, in the same way, he took possession of another convict’s money in the amount of $ 1136. When sentencing, the court recognized the violation of the taken oath as an aggravating circumstance. By the court verdict, the defendant was sentenced to three years and six months of imprisonment in institution of the medium security penal system. He was also deprived of the rank of Senior Lieutenant of Justice. He is banned from working in the civil service for life,” the court said at that time.
