Kyrgyzstan: a man in pre-trial detention center complained of torture

Employees of the specialized department of the Ombudsman’s Office of the Kyrgyz Republic visited the pre-trial detention center № 1, where they held meetings and conversations with the detainees, who had previously sent complaints to the Ombudsman. The Office checked the complaints and took appropriate measures.

In particular, one of the detained, Kenzhegulov, addressed a complaint about the unlawful actions of employees of the Department of Internal Affairs of Pervomaisky district of Bishkek. According to him, they severely beat him and hurt his head. As a result of the torture, the man wanted to commit suicide, but other detainees, who were with him in the same cell of the temporary detention center, didn’t allow him to do it.

Moreover, the said applicant complained about the incorrect qualification of the article.

“I am accused of stealing, although I didn’t steal the money, but spent the money left in my custody for the purpose of further recovery,” he said.

He explains the use of torture against him by officers of the Department of Internal Affairs by the fact that earlier officers of the State Committee for National Security of Kyrgyzstan, at his request of extortion, detained their colleague from the Department of Internal Affairs of Leninskiy district. In this connection, the applicant requests to take measures against employees of the Department of Internal Affairs of Pervomaisky district and to assist in the re-qualifying of article of the criminal case.

“Following this appeal, the Ombudsman’s Office will send a letter to the Prosecutor’s Office of Bishkek and the Prosecutor’s Office of Pervomaisky district with a request to conduct a thorough check of the correctness of the qualification of the article of the Criminal Code of the Kyrgyz Republic, as well as Kenzhegulov’s statement about the use of torture against him by law enforcement officials of the republic,” the human rights defenders comment on the situation.
