Human rights defenders of Kyrgyzstan spoke about the conditions of detention in temporary detention facilities.
“Prison conditions remain terrible.” This is the conclusion that human rights defenders and employees of the National Center for the Prevention of Torture come to each time after visiting temporary detention facilities.
According to them, there are no basic conditions in many cells, such as toilet, sewerage system and water.
“The cells don’t get light, even artificial, and the sunlight doesn’t enter there at all. The cells are located in basement or semi-basement rooms. Those detained by law should not be kept in the isolation wards for more than 48 hours. Despite this legal right, they are there for years. There are no meeting rooms in the cells. The detainees are huddled in a tiny room. 1.01 USD are allocated for the food per day,” the human rights activists say.
They note that the situation hasn’t changed over the years.
