In recent years, the salaries of judges in Kazakhstan have increased significantly. So, if in 2003 the average salary of a judge was $ 266, then in 2020 it was already equal to $ 1165. However, despite the improvement in the financial situation of the judiciary, the problem of corruption in the judicial system of Kazakhstan remains relevant. Daniyar Bigaidarov, an investigator for especially important cases of the Anti-Corruption Agency, said this at a briefing on the results of the Department’s operational and investigative activities for the first quarter of 2021.
According to the speaker, the Agency is actively taking preventive measures to eliminate corruption risks in the judicial system. So, since the beginning of the year, according to the submitted filings, 2 judges were dismissed.
“Only this week, on the proposal of the Anti-Corruption Agency for the East Kazakhstan region, by the decision of the Judicial Jury at the Supreme Judicial Council of the republic for improper performance of official duties, the Chairman of the court of the city of Ridder Ospanova G.Zh. was dismissed from her post. Also, on the proposal of the Anti-Corruption Agency of Pavlodar region, by order of the President, for committing defamatory offenses contrary to judicial ethics, expressed in non-procedural contact with the participants in the trial during which they discussed the conditions for receiving a bribe for making unjust decisions, the Chairman of the Specialized Interdistrict Economic Court of Pavlodar region Tagazhai was dismissed,” Bigaydarov said.
He also said that the number of calls to the Call Center of the Anti-Corruption Agency with reports of corruption offenses is steadily growing.
So, since the beginning of the year, the Call Center has received about 7 thousand calls, of which 131 are reports of illegal actions of employees of internal affairs bodies, employees of local executive bodies, education, health care, employment and social protection.
“On corruption offenses, 75 reports of corruption offenses were received and sent to the territorial departments. As a result of their consideration, 15 cases were registered in the Unified Register of pre-trial investigations,” Bigaydarov said.
At the same time, he called on citizens to be more active in the fight against corruption and recalled that monetary rewards are paid for reporting corruption offenses.
“Over the past 2 years, the bodies of the Anti-Corruption Agency have rewarded 396 citizens for a total amount of more than $ 146,000. In 2019, 214 people were remunerated in the amount of $ 82,000. In 2020, 182 people were given an incentive in the amount of $ 64.5 thousand. Of those encouraged in 2020, 122 people reported serious crimes; 55 persons were encouraged in cases of medium gravity; 2 persons reported minor infringements; and 3 persons were rewarded for reporting administrative offenses,” Bigaydarov said.
According to him, in 2021, about $ 79,000 were allocated from the budget to encourage 213 citizens. Over the past 3 months, 40 persons have already been encouraged in the amount of $ 15,000.
