Kyrgyzstan: detainees were beaten in the capital’s pre-trial detention center

During the search in the cells of the pre-trial detention facilities under the Main Department of Internal Affairs of Bishkek, the administration used physical force against the detainees. Despite the presence of abrasions and bruises, they refused to officially file a complaint against the staff of the pre-trial detention center.

The office of the Ombudsman of Kyrgyzstan received a signal concerning the fact of beating of the detainees who are in cells No. 7 and 8 of the pre-trial detention center under the Main Department of Internal Affairs of Bishkek.

“After the received signal, the staff of the Apparatus made a visit to the pre-trial detention center under the Main Department of Internal Affairs of the capital. They talked with the detainees at the cells 7 and 8. Some of them, who had abrasions and bruises, reported that on March 24 the administration carried out a search in the cells, during which they used physical force,” the human rights activists explain.

The staff of the Ombudsman’s office informed the prosecutor on duty of Sverdlovsk region of Bishkek and also the prosecutor on duty for the city about this fact.

“Employees of the Prosecutor’s Office arrived at the pre-trial detention center to check the above facts. However, during the conversation, the detainees refused to apply to the Prosecutor’s Office with a statement on the facts of beating and said that they had no claims to the administration. Only two detainees, registered with the Department of Internal Affairs of Sverdlovsk region of Bishkek, expressed their disagreement with the conduct of the investigation,” the Apparatus concluded.
