A lawyer for the human rights organization “Spravedlivost” [“Justice”] in Jalal-Abad filed an appeal for an increase in compensation to Ulan Nazaraliev, who was tortured and abused in the temporary detention center of the Department of Internal Affairs in Jalal-Abad.
On February 24 of this year, the judge of the Pervomaisky District Court satisfied the claim for compensation based on the decision of the UN Human Rights Committee and set the amount at $ 589 (50,000 KGS).
According to human rights activists, this amount doesn’t correspond to the severity of the physical and mental suffering.
Let us remind you that Ulan was “beaten with fists, kicked, strangled” by the police officers, and in response to his complaint they gave him a razor with the words that “he may even cut himself, and no one will help him”. Out of despair, Ulan cut his wrists. Moreover, psychological pressure was also exerted on him. “During the transfer from one institution to another, police officers mocked and humiliated Nazaraliev’s human dignity by removing his underwear and photographing his genitals”.
“All this information is a justification for increasing compensation,” was emphasized by the human rights organization “Spravedlivost” [“Justice”].
