The Regional Court of Jalal-Abad sentenced the police lieutenant Kurbanov Nurbolot to five years in prison for “hooliganism”. Three other accomplices in the crime received the same term. Taking into account the application of the amnesty, the term was reduced by three and a half years. This was reported in Jalal-Abad human rights organization “Spravedlivost” [“Justice”].
On August 2, 2019, in the city of Kerben (Aksy district, Jalal-Abad region), four men beat 28-year-old Timur at a petrol station. The severe beating was recorded by the video surveillance cameras. The victim didn’t have time to offer resistance. As a result of the attack, he received heavy blows to his head and body. He was taken to the hospital. One of the accomplices in the beating was an operative police officer.
After the victim’s relatives wrote a statement, they were pressured. The offenders came to the victim at hospital and invited him “for a conversation”.
“The most outrageous thing was that the operative was not even removed from work during the investigation,” human rights activists say.
The court of first instance, the District Court of Aksy, on May 22, 2020 in this resonant case, sentenced all four men to five years in prison and immediately amnestied them “in honor of the 75th anniversary of the Victory and the 10th anniversary of the April Revolution”.
“Thanks to the adherence to principles of the judicial board of the Regional Court of Jalal-Abad, this time the policeman didn’t manage to avoid punishment. He will be imprisoned for 3.5 years,” noted in the human rights organization “Spravedlivost” [“Justice”].
According to the residents of Kerben, the operative was previously also seen in a similar incident. In 2016, he was suspected of torturing a 22-year-old resident of the same city. On the basis of the torture allegation, then five resolutions were issued refusing to initiate a criminal case.
