The Anti-Corruption Agency has revealed the facts of embezzlement of funds by the employees of the Republican Children’s Clinical Sanatorium “Alatau”, which treats children with oncological and bronchopulmonary diseases. This was reported by the Commissioner for Children’s Rights in Kazakhstan Aruzhan Sain.
According to her, the director of the sanatorium, Kanshaym Musaeva, together with her subordinates, annually committed theft of funds.
“Receiving payment for accommodation, food and treatment from the children’s parents, they embezzled the money instead of bringing it into the budget. It had a negative effect on the conditions of maintenance and treatment of patients. In addition, in the sanatorium there were facts of illegal sale of food products intended for children – meat, potatoes, etc. What do we have? Children are sent to the sanatorium on a state quota. The parents are not included in it. Therefore, parents pay for their stay with the child out of their pocket (from $ 17 to $ 26 per day). Plus, there is a payment for food. As far as I know, $ 11 per day. They didn’t record this money as received; it went into the pocket of the sanatorium’s administration staff. Food for children, their parents, and possibly employees, was carried out at the expense of the funds that the sanatorium received from the state under quotas. If there was also the sale of food, can you imagine how the children eat?” Sain expressed her indignation.
At the same time, the Commissioner for Children’s Rights asks the question, “Did a similar situation exist only in this particular sanatorium or in other similar institutions too?”
“We all understand that a difficult situation has developed in the country. In all areas our main enemy is corruption and irresponsibility. However, capitalizing on orphans, sick and disabled people is lowest of the low things, the bottom of the moral level of society. On Friday, I had a meeting with Alik Shpekbaev, the head of the Anti-Corruption Agency. We have agreed that in the spheres of health care, social protection, education, sports and culture, with regard to children, the fight against embezzlement and corruption should be maximized. We need to eradicate this shameful phenomenon, at least in relation to children,” Sain summed up.
