The chief editor of the newspaper “Uralsk week”, a well-known Kazakh journalist, Lukpan Akhmedyarov, has once again become a defendant in the investigation because of his publication. The journalist announced this on his Facebook page.
“The police have received a criminal case from the Prosecutor’s Office. Prosecutors believe that I should be prosecuted for my article. The article was about violations of the law in the distribution of land plots in the city of Uralsk. As a result of these violations, several land plots became the property of the mother of an employee of the Prosecutor’s Office of the West Kazakhstan region, who oversaw the observance of the rule of law in the distribution of land by the city hall. The article was published on November 27. Then the editorial office sent a request to the Prosecutor’s Office and to the Anti-Corruption Agency with a request to provide information on the results of the investigation of this fact. Information was not given to us, referring to the secrecy of the investigation. And now, after 2 months, the Prosecutor’s Office is bringing me to criminal responsibility,” Akhmedyarov said.
The article, which served as the basis for the pre-trial investigation against Akhmedyarov, said that Sofya Tleubaeva, who is the mother of the assistant to the prosecutor of the West Kazakhstan region Azamat Tleubayev, submitted documents for the transfer of four land plots to private ownership. At the same time, in the submitted documents, land plots are valued at a rate significantly lower than those officially approved by the government – only 10 cents per square meter.
It should be noted that every word in Akhmedyarov’s publication is documented. Moreover, the Prosecutor’s Office of the region confirmed to the journalist that a criminal case was initiated on this fact under the article “Fraud”.
“Civil persons – beneficiaries, in whose name acts on land have been issued, are brought to criminal responsibility. The involvement of prosecutors in the criminal activities of these persons is being verified. An internal investigation has begun. If this fact is confirmed, all the perpetrators will be held liable under the law,” the Prosecutor’s office of the West Kazakhstan region reported to Akhmedyarov.
However, as a result, it was decided to bring the journalist to justice.
In August last year, a case was initiated against Lukpan Akhmedyarov under article 147, part 5 “Violation of privacy and legislation on personal data”. Moreover, the case was initiated at the request of one businessman from Atyrau, who bribed a policeman in the amount of $ 1200.
It’s worth noting that Lukpan Akhmedyarov was honored with the prestigious international Peter Mackler Award in October 2012. This award is presented to journalists from different countries for honesty and courage shown in publishing materials.
